HAYS COUNTY COMMISSIONERS COURT VOTES ON PROPOSED FY2012 BUDGET AND TAX RATE, SETS PUBLIC HEARNG

The Hays County Commissioners Court at its August 23 meeting voted on a proposed Fiscal Year 2012 budget of $205,204,021, down from the FY2011 (current) budget of $243,511.996, and will hold a public hearing to gather comment on Tuesday, September 20, at 1:30 p.m. at the Hays County Courthouse, 111 E. San Antonio St., San Marcos. The public is cordially invited and encouraged to attend.

The Court has also voted on a proposed tax rate of $.4691, down slightly from the FY2011 rate of $.4692. The Court is expected to adopt a final budget on September 20 following the public hearing as well as set a final tax rate and levy taxes. No hearing is required on the tax rate because under state law a hearing is required only if the proposed tax rate exceeds the effective tax rate (the rate at which the County will raise the same amount of revenue as the last year). The County’s new fiscal year begins October 1.

The FY2012 budget includes $71,704,071 in General Operating Funds, $19,264,230 in Debt Service, and $114,235,720 in Construction Funds which are primarily voter-approved park and road construction projects.

Under the proposed budget, no raises will be given to most employees or any elected officials although elected officials have the right to file a grievance that could result in additional salary should a grievance committee grant the request.

Certified peace officers who are part of collective bargaining will receive a two-percent raise, although the Court has not yet determined when the raise will go into effect during FY2012.

The proposed budget includes $4,202 for re-grading two Assistant District Attorney positions. Funding for two new Park Department employees, expected to be hired in Spring 2012 as new County parks open, was included for a total of $60,000. Increases for re-grading 27 Emergency Communications Operator and Supervisor positions to align those salaries more closely with the area market total just over $42,000.

Two vacant School Resource Officer positions in the Sheriff’s Office were deleted at a savings of more than $21,800. An administrative position in the AgriLife Extension Office will be reduced from full-time to 24-hour-per-week, saving $8,776. Also deleted from the proposed budget as of December 31 are two part-time Security Specialist positions that will save the County $38,601 – the positions will no longer be needed as the County consolidates into the new Government Center on Stagecoach Trail.
